Senior Director of Pipelines, American Petroleum Institute

Captain David Murk, US Coast Guard (ret.), is the Senior Director of Pipelines in Midstream at the American Petroleum Institute (API) and is responsible for the oversight of infrastructure policy and technical issues to support and advocate for the safe and reliable transportation of petroleum liquids, natural gas, and other low-carbon fuels by pipeline.

API is the only national trade association that represents all aspects of America’s oil and natural gas industry, with close to 600 corporate members. Murk joined API in 2016, having served more than 26 years in the public sector at the US Coast Guard and US Department of Transportation (USDOT).

While in the Coast Guard, he held various operations and policy leadership assignments in the Southeastern United States and Gulf of Mexico, including Captain of the Port Savannah, where he oversaw Federal maritime safety, security, and environmental protection responsibilities for all navigable waterways in the State of Georgia.

Prior to retiring from the Coast Guard in 2014 after two decades of active-duty service, Murk served as the Senior Maritime Advisor to Secretaries Ray LaHood and Anthony Foxx of the USDOT, where he counseled the Secretary and Deputy Secretary of Transportation on maritime policy matters and represented the Department on the National Ocean Council Deputy Secretaries’ Committee and the Coordination of Domestic Energy Development and Permitting in Alaska Deputies Working Group.

While at USDOT, Murk served as the Director of Field Operations in the Office of Pipeline Safety, where he helped lead over 140 pipeline inspectors in the implementation and execution of federal pipeline safety inspections and investigations for regulated interstate natural gas and hazardous liquid pipelines and liquefied natural gas facilities in the United States.
