Mr. Garcia is the principal of the 3RB Consulting Group, LLC. The 3RB Consulting Group, LLC utilizes its extensive global network to connect companies and/or clients together that may need services in Cyber Security, Cyber table top exercises, Red Team operations for Cyber Security, Network Assessments and Cyber Training through partnership with Cy-Vantage, LLC. In addition, through S.I.S.S. Ltd., provide physical security and risk assessments for high-end clients. Additionally, S.I.S.S. Ltd., conducts threat assessments for clients and investigative analysis of complex data, monitoring of threats on the Dark Web to support both criminal and civil investigations for Law Firms, Private Clients, Corporate and Government Clients.

Mr. Garcia, supports CyVantage and S.I.S.S. Ltd. by drawing from his vast law enforcement experience as a police officer with the Dallas Police Department and his years with the FBI where he retired as an Assistant Director after 30 years of combined service. During his career with the FBI, Mr. Garcia managed several complex investigations and operational programs at various domestic field offices and at FBI Headquarters in Washington D.C. One of the operational programs included having responsibility for the FBI’s data centers, desktop computer systems, global telecommunications, and classified networks where he managed the team(s) that implemented upgrades to the FBI networks, data centers and telecommunications globally. Mr. Garcia was also the recipient of the Attorney Generals Award for his undercover operation in South Florida, the Y2K Metal from the Attorney General regarding his management of the Y2K efforts of the FBI, and the Presidential Rank award from former President George W. Bush for distinguish service as a Senior Executive for his innovative operations and assignment in the Robert Hanssen espionage investigation.

Upon completion of his government service, Mr. Garcia gained extensive experience in the private sector as he was hired by the Shell Oil Company as their Global Security Manager. In this position, he helped developed a physical security standard for all of Shell’s divisions and oil production operations to meet their complex security needs globally. He also utilized his government network of contacts to help manage various crisis situations that faced Shell Oil, such as hurricane Katrina, a Turkish airline crash in Amsterdam, and kidnappings of US persons working for Shell Oil in Nigeria.

Lastly, Mr. Garcia recently served as a Trustee on the Development Foundation Board for the University of Texas State where he was also named by the university as one of their distinguished alumni in 2005. Mr. Garcia also volunteers for various Boards and other Social Organizations and has previously served on the Board of Directors for the North Texas Crime Commission, the Energy Security Council as well as a former member of the National Board for the FBI’s InfraGard program. Mr. Garcia still maintains memberships in all these organizations. Mr. Garcia also volunteers and participates with the Houston Livestock Show and Rodeo focusing on youth education where he participates in various rodeo committees and serves as one of the Directors on their board.

Mr. Garcia enjoys his leisure time with his wife and dog at their East Texas property where they manage a 14-acre forest area. Mr. Garcia has also participated in consulting for and participated in several Hollywood movies and documentaries regarding investigations he participated in while with the FBI.
